Gral. Robles was brutally beaten before being forced into a vehicle with darkened windows that took him to an unknown location. A spokesman for the government, Congressman Carlos Torres y Torres Lara, explained that General Robles was detained by order of the Supreme Council of Military Justice based on a formal accusation of offending the armed forces and other unspecified charges. However, Rodolfo Robles is retired from the army and thus is not legally subject to military jurisdiction. Gral. Robles is being detained at the Real Felipe base in El Callao. Gral Robles is a well known defender of human rights. He came to light in 1993 when he exposed the existence of a death squad within the Peruvian Army responsible for the massacre of 15 people, including a child, in Barrios Altos and the disappearance of 9 students and one professor at La Cantuta University. The death squad working under the name Grupo Colina was headed by Vladimiro Montesinos, a close ally of President Fujimori and the un-official head of the National Intelligence Service. Gral Robles has received threats in the past, and spent time in Argentina as a political exile after his exposure of death squads within Peru's army. Gral Robles has received the support of human rights organizations in Peru, and the Coordinadora Nacional de Derechos Humanos, the group that organizes the work of Peruvian human rights NGOs, has made a public statement demanding his freedom.
