Algeria: Presumed Forced Disappearance of teenager

The International Secretariat of OMCT requests your urgent intervention 
regarding the following situation in Algeria.

Brief description of the situation :

The International Secretariat has been informed by reliable sources of the 
arrest and presumed enforced disappearance of Mr. Mohamed Djelaili, 
age 19, in Bachedjarah, Algiers, on June 29th, 1998.

According to the information received, Mr. Mohamed Djelaili was 
arrested at his home, Cité du 11 décembre, no. 25, Ouedouchayah, at 2:00 
am in the presence of his family, by members of the military security 
forces. He was taken away in a white J5 van. The military had four other 
cars, one of which was a Mazda. Mr. Djelaili is unmarried and without a 
profession.

The Secretariat would also like to point out that his brother, Abedlkrim, 
was arrested at the end of 1994 and has disappeared ever since. It is 
therefore gravely concerned for the arrest and the presumed enforced 
disappearance of Mr. Mohamed Djelaili and urges the authorities to 
ensure his physical and psychological integrity.

Actions requested :

Please write to the Algerian authorities urging them to:

i.- locate the whereabouts of Mr. Mohamed Djelaili and ensure his 
    physical and psychological integrity at all times;

ii.-order his immediate release if he is being held without any valid 
    charges or, should the case be the contrary, ensure his right to a 
    fair and impartial trial as well as his procedural rights at all times;

iii.-in general, guarantee all human rights and fundamental 
    freedoms and conform their actions to the international norms 
    established in the international standards ratified by Algeria.
