The International Secretariat of OMCT requests your URGENT intervention in
the following situation in Cuba. 

Brief description of the situation :

CLADHELT (Comision Latinoamericana por los Derechos y Libertades de los
Trabajadores y los Pueblos), a member of the network, has expressed its
grave concern over the security and freedom of Mr Amaury GONZALEZ, Jose
PINERO, Lazaro PEDRON, Jose Antonio de la ROSA and Carlos Rafael JORGE,
members of the organisation "Movimiento Cristiano Liberacion". 

According to information received, four of these people were arrested
during the first fortnight of September 1996 and until the month of October
they were still detained at the Guanajay prison. 

CLADHELT considers these acts a means of repression against members of the
"Movimiento Cristiano Liberacion", whose president, Osvaldo PAYA SARDINAS,
has recently requested the legalisation of this organisation by the
Minister of Justice. This request has previously been denied by the
authorities. 

The International Secretariat of OMCT notes that these facts are in breach
of the Universal Declaration of Human Rights, and more particularly
articles 2, 3, 7, 9, 18, 19 and 20. 

Action requested :

Please contact the Cuban authorities urging them to :

i. take the appropriate measures to guarantee the physical and
psychological integrity of the people mentioned and order their immediate
release if they are still detained; 

ii. guarantee an exhaustive and impartial enquiry into the circumstances of
the presumed illegal detention of these people, identify those responsible,
bring them to trial and apply the penal, civil and/or administrative
sanctions provided by law; 

iii. put to an end to any form of intimidation or coercion against persons
or organisations because exercising universally recognised rights; 

iv. ensure in all circumstances respect for human rights and fundamental
freedoms in accordance with national laws and international standards.
