Brief description of the situation : The Sudanese Victims of Torture Group, a member of the network, has expressed its grave concern over a new wave of arrests made during the following period (17-21 February 1997). The detainees are : El Rasheed Mohmed El Hassan (labourer); Madani El Urdi Hasheesa (lawyer from Hasaheesa); Abdel Wahab Ahmed Salih; Abdel Karim Abdel Noor; Usama Sidig Yousif (student at the Ahliya University); Ibrahim Hussain; Issam Hassan Farah Shorbaji (law graduate, Cairo branch, Khartoum); Mohmed Tag Elsir (Faculty of Arts, Cairo branch, Khartoum); Yousif Mohmed Salih (Faculty of Arts, Cairo branch, Khartoum); Tarig El Amin (Faculty of Medicine, Khartoum University); Mamoun Karar (graduate, Cairo University); Emad El Amin Abdulla (Faculty of Medicine, Khartoum University); Hassan Ahmed Osman (Sudan Air - dismissed); Adil El Mardi (National Water Corporation); Hassan Khidder (Khartoum Council); Omer Kokoug (teacher, Chinese Training Institute, Omdurman); Yassin El Tayeb, Mouawya (lived in Kloakla) and Mohamed Ibrahim Abdu Mustafa, also known as Kabagh (businessman). Given the great number of cases of arbitrary detention and presumed torture documented by the OMCT (see cases SDN 240696, SDN 250696, SDN 270696, SDN 120796, SDN 190896, SDN 160996, SDN 170996, SDN 150197, SDN 220197 and SDN 280197), the International Secretariat is gravely concerned for the physical and psychological integrity of the persons involved. Action requested : Please contact the Sudanese authorities urging them to: i. take immediate measures to guarantee the physical and psychological integrity of the 19 prisonners and all the other prisonners; ii. order their immediate release if they are being detained without valid charge or, if such charges exist, bring them before a competent and impartial tribunal and guarantee their procedural rights at all times; iii. open a full impartial inquiry into the facts, identify all those responsible and bring them to trial and apply the penal, civil and /or administrative sanctions provided by legislation; iv. guarantee in all circumstances respect for human rights and fundamental freedoms in accordance with national laws and international standards.
