ACTION REQUEST

Sudan: Arrest of Engineer

                          Case SDN 051198

The International Secretariat of OMCT requests your urgent intervention 
regarding the following situation in Sudan.

Brief description of the situation:

The International Secretariat has been informed by the Sudanese Victims 
of Torture Group, (SVTG), member organization of the OMCT network, of 
the arrest of  an engineer, Mr. Mustafa Zaki Al Hakim.  

On October 17 1998,  Mr Zaki Al Hakim was arrested at his home in Buri, 
a town in the District of Khartoum and up to November 4 1998, his 
whereabouts remained unknown.

Accordding to information received, the Security has consistently 
denied access to his wife and information concerning his whereabouts. 
Torture and ill treatment of those in Sudanese security forces facilities 
are allegedly systematic, and the International Secretariat is seriously 
concerned over the safety and integrity of Mr. Mustafa Zaki Al Hakim. 

Action requested:

Please write to the Sudanese authorities urging them to:

i.-	ensure the physical and psychological integrity of Mr. Mustafa Zaki 
Al Hakim at all times;

ii.-order his immediate release if he is held in detention without  
    valid charges or, in the event that he has been charged, ensure 
    his right to a fair and impartial trial, his procedural rights and his 
    right to legal counsel at all times;

  iii.-guarantee all human rights and fundamental freedoms and 
    conform their actions to the international standards established 
    in the international covenants ratified by Sudan, particularly the 
    International Covenant on Civil and Political Rights, as well as 
    international human rights standards.
