The International Secretariat of the OMCT/SOS-Torture requests your URGENT
intervention in the following situation in Zaire. 

Brief description of the situation

The Association for the Victims of Repression in Exile (AVRE), a member of
our network, has expressed its grave concern for the safety and integrity
of Jean UNGA LOMANI at present detained in Lingwwala, Kinshasa. 

According to reports received Jean UNGA LOMANI, member of the opposition
political party, has allegedly been recently detained (date not specified)
by agents of the special presidential division (political police).His
whereabouts are currently unknown. 

Action requested

Write to the Zairian authorities urging them to:  

.  i guarantee in all
circumstances the respect of the physical and psychological integrity of
Jean UNGA LOMANI and order his immediate release should he be detained
without a valid judicial reason, or if such reason exists, to bring him
before a competent civilian court; 

ii. put an end to the practice of illegal or arbitrary detention or any
other action violating human rights; 

iii. ensure the respect of human rights and fundamental liberties
throughout the country in accordance with national laws and international
standards.
