Statement by the Permanent Representative of the Republic of Cyprus to the United Nations, his Excellency Mr. Sotos Zackheos on the occasion of deposit of the instrument of ratification of the Rome Statute of the International Criminal Court

New York, 7 March 2002

It is with profound satisfaction that I, on behalf of the Government of the Republic of Cyprus, deposit the Instrument of Ratification of the Rome Statute of the International Criminal Court.

Cyprus' ratification is in line with our long-held policy of support for the establishment of an effective permanent International Criminal Court, which we consider as a major contribution to the strengthening of international law. For, it is imperative, in today's world, to ensure that the international system is based on respect for humanitarian values, a prerequisite for the prevalence of universal justice, peace and legality.

We believe that the establishment of the International Criminal Court will constitute a fundamental tool in the fight against genocide, war crimes and crimes against humanity. At the same time, we hope that it will bring an end to a culture of impunity, which has encouraged the perpetration of heinous crimes that have caused untold suffering throughout human history.

In conclusion, I express our heartfelt desire that the International Criminal Court will soon receive the necessary remaining ratifications, so that this most important landmark in the existing regime of international legal instruments, will enter into force in the very near future. I take this opportunity to reiterate my Government's appreciation to all those who have been laboring with vision and determination to make the International Criminal Court a reality and particularly to the NGOs and the representatives of civil society for their valuable contribution.
