Letter dated 7 June 2010 from the Chargé d’affaires a.i. of the Permanent Mission of Qatar to the United Nations addressed to the Secretary-General

I have the honour to enclose herewith a letter dated 6 June 2010 addressed to you by Sheikh Hamad bin Jassim bin Jabr Al-Thani, Prime Minister and Minister for Foreign Affairs of the State of Qatar (see annex), with its enclosure, the Agreement concerning peaceful settlement of the border dispute between the State of Eritrea and the Republic of Djibouti, signed on 6 J une 2010 by the President of the State of Eritrea and the President of the Republic of Djibouti, and signed on behalf of the State of Qatar as mediator and witness by His Highness Sheikh Hamad bin Khalifa Al-Thani, Emir of the State of Qatar.

It would be highly appreciated if the present letter and its annex were circulated as a document of the General Assembly, under agenda item 13, and of the Security Council.

Annex to the letter dated 7 June 2010 from the Chargé d’affaires a.i. of the Permanent Mission of Qatar to the United Nations addressed to the Secretary-General

I have the honour to transmit to you herewith an official copy of the agreement that was signed by the President of the State of Eritrea and the President of the Republic of Djibouti, in which they agreed to charge the State of Qatar to exert efforts as a mediator, with a view to finding a peaceful solution to the border dispute between their two countries. The agreement was signed on behalf of the State of Qatar, as mediator and witness, by His Highness Sheikh Hamad bin Khalifa Al-Thani, Emir of the State of Qatar.

Please deposit this agreement in the archives of the Organization.

Enclosure

Agreement between the State of Eritrea and the Republic of Djibouti

The Government of the State of Eritrea and the Government of the Republic of Djibouti, hereinafter referred to as “the parties”,

Having considered the request from the President of the Republic of Djibouti for His Highness the Emir of the State of Qa tar to intervene in order to resolve the dispute between the Republic of Djibouti and the State of Eritrea,

On the basis of the firm ties between those two countries and the State of Qatar,

Both parties wishing to charge the State of Qatar to exert efforts as a mediator, with a view to finding a peaceful solution to the border dispute between them,

Both parties being deeply appreciative of the State of Qatar’s willingness to assume that role,

Have agreed to delegate to the mediator, His Highness Sheikh Hamad bin Khalifa Al-Thani, Emir of the State of Qa tar, full powers to issue a document that includes the legal and technical measures and mechanisms that he considers appropriate for a final and mutually binding resolution of that border dispute. The parties have also agreed to accept the working document that will be announced by the State of Qatar and the subsequent resolution.
