THE NATIONAL COMMITTEE ON THE IMPLEMENTATION
OF INTERNATIONAL HUMANITARIAN LAW
APPOINTMENT

IT IS notified for general information that the Attorney-General has established a Committee to be known as the National Committee on the Implementation of International Humanitarian Law.

The Committee shall consist of the following members:

The Solicitor-General (Chairman).

Members:

    (a) The Permanent Secretary, Ministry of State for Defence, or his representative.
    (b) The Permanent Secretary, Ministry of State for Internal Security and Provincial Administration, or his representative.
    (c) The Permanent Secretary, Ministry of State for Home Affairs, or his representative.
    (d) The Permanent Secretary, Ministry of Information and Communications, or his representative.
    (e) The Permanent Secretary, Ministry of Education, or his representative.
    (f) The Permanent Secretary, Ministry of Foreign Affairs, or his representative.
    (g) The Permanent Secretary, Ministry of Medical Services, a his representative.
    (h) The Commissioner of Police, or his representative.
    (i) The Commissioner of Prisons, or his representative.
    (j) The Head, Regional Delegation of the International Committee of the Red Cross (ICRC), or his representative.
    (k) The Director-General, Kenya Red Cross Society, or his representative.
    (l) Mohamed Said (Dr.).
    (m)Elizabeth Muli (Dr.).
    (n) Patrick Maluki.
Secretariat:

State Law Office.

Terms of Reference:

The terms of reference of the Committee are to

    (a) co-ordinate and monitor implementation of International Humanitarian Law in Kenya;
    (b) advise the Government on International Humanitarian Law instruments that need to he ratified;
    (c) review the existing legislation and recommend amendments where necessary;
    (d) recommend new legislation where applicable;
    (e) advise on administrative measures required;
    (f) co-ordinate, monitor and evaluate dissemination; and (g
    ) undertake or commission research on development in International Humanitarian Law and make appropriate recommendations to the Government,
Powers of the Committee:

in the execution of its terms of reference, the Committee shall, with the approval of the Attorney-General, have the power to

    (a) co-opt members or appoint nominees as it deems fit only for specialized aspects of its terms of reference.
    (b) source additional funding for its activities.
    (c) do or perform such other things or acts are necessary or expedient for the execution of its terms of reference.
Reporting:

The Committee shall execute its terms of reference with all due diligence and speed and shall submit to the Attorney-General its annual report not later than 31st December, of each year.

Secretariat:

The Secretariat of the Committee shall be based at the State Law Office, 2nd Floor, Room No 207. Submission of memoranda by members of the public should be addressed to the Secretariat, National Committee on the Implementation of International Humanitarian Law, State Law Office, P.O. Box 40112-00100, Nairobi.

Gazette Notice Nos. 489 of 2002 and 3818 of 2003, are revoked.
