Article 65 of the Criminal Code of 1967 punishes attacks intended to incite citizens to civil war causing devastation, massacre and pillage on the territory of the Principality:

    "Article 65 .- L'attentat dont le but sera, soit d'exciter les citoyens à la guerre civile en les armant ou en les engageant à s'armer les uns contre les autres, soit de porter la dévastation, le massacre et le pillage sur le territoire de la Principauté, sera puni :
    * 1° de la réclusion à perpétuité si l'exécution a eu pour conséquence la mort d'une ou plusieurs personnes ou la destruction de propriétés publiques ou privées ;
    * 2° de la réclusion de dix à vingt ans, dans tous les autres cas.
    Le complot ayant pour but l'un des crimes prévus au présent article et la proposition de former ce complot seront punis des peines portées en l'article 63, suivant les distinctions qui y sont établies."

    Jurisdiction

    The jurisdictional regime for crimes committed outside the territory of the Principality is provided for under Section II "About the exercise of public action for crimes or misdemeanours committed outside the territory of the Principality", Articles 5-10 of the Code of Criminal Procedure of Monaco (1963).     International Criminal Court

    Rome Statute of the International Criminal Court: The Principality of Monaco signed the Rome Statute of the International Criminal Court on 18 July 1998. The Principality of Monaco is not a state party to the Rome Statute of the International Criminal Court.
