NORTH ATLANTIC FESTIVAL

Note by the Director of Information

1. Set out below are answers to some of the questions raised during the Committee's discussion of the memorandum by the Director of Information on "NORTH ATLANTIC FESTIVAL ON THE LINES OF THE 'NUITS DE L'ARMEE FRANÇAISE'": +

    (a) Organizing Committees. It would normally comprise all the parties concerned, but it seemed premature to consider this problem before the question of principle had been settled.

    (b) Financing. Funds would only have to be sought to cover the travel, accommodation and subsistence expenses of the detachments of each of the participating armies. These expenses would be not by an allocation from each Government for the detachment it sends to the Festival. All other costs in connection with the organization of the Festival should be offset by the sale of tickets.

    (c) Disposal of profits. In the event of a profit, the Organizing Committee would have to decide on the use to which it would be put. Any profits from the "Nuits de l'Armée" are given to charity.

    (d) Publicity matter. Consideration might be given to handing out NATO information brochures at the Festival. However, the desirability of doing so should be carefully weighed and, at first sight I believe it would be a mistake, since it would introduce an element of propaganda, and the Festival aims at achieving similar results by more subtle means. In any case, it would be far more natural to influence public opinion in favour of NATO through the medium of the performance itself.

2. The question is urgent, and it is hoped that a decision in principle can be taken at the next meeting to be held on 9th December, as it is proposed that the Festival should take place in April so as to coincide with the anniversary of the signing of the North Atlantic Treaty.
