Russian service identifies bloggers by e-mail, SMS, state services


The Russian telecommunications watchdog has put in operation a system to identify bloggers via e-mail address, SMS, or the portal of state services, the Federal Service for Communications, IT and Mass Communication Oversight said in a statement Monday.

Starting from Monday, the applicant for opening a Web site or a page has to confirm their identity.

The service attributed the identification requirement to a traditionally large number of applications for the blogger register, which are qualified by the entity's specialists as spam.

"In a total mass of received letters, such applications account for about 20-25%: they contain swear words, incomplete information, untrustworthy data on behalf of popular bloggers and celebrities," the statement read.

The watchdog has been compiling a register of owners of Web sites and blogs in the Internet with a daily traffic exceeding 3,000 visits from August 1. The registration is done following applications of citizens or bloggers themselves.

The register currently contains 46 records, including 35 fully verified.
