I have the honour to transmit to you the statement issued by the Presidency Council of the Government of National Accord upon its arrival in the capital, Tripoli, on 30 March 2016 (see annex).

Government of National Accord

Statement of the Presidency Council of the Government of National Accord on its arrival in the capital, Tripoli, on 30 March 2016

By God's grace, the President and members of the Presidency Council of the Government of National Accord have safely arrived today in the beloved capital, Tripoli, travelling on -board a vessel of the Libyan Navy that left the port of Sfax last night. We should like to thank the Libyan Navy forces for their extraordinary efforts over the last two days. We should also like to thank the committee on security arrangements and the staff of the Ministry of Interior for ensuring that security measures were in place.

At this historic and auspicious moment, we declare to our people that the Government of National Accord has assumed its functions in Tripoli. We also announce the beginning of a new phase of dialogue and internal communication among our people based on the Libyan political agreement and the assurances and guarantees it gives to all parties with a view to fulfilling the principles and objectives of the glorious 17 February Revolution, for which so much blood has been shed.

With the help of God and the support of all parties, we shall work together to build State institutions ruled by law with the participation of all Libyans; introduce a ceasefire; bring an end to the shedding of Libyan blood throughout the nation; and unite all Libyans to combat the threat of Islamic State in Iraq and the Levant (ISIL).

We have started taking practical steps necessary to unite the State institutions and, in particular, the Central Bank and the National Oil Corporation. We have begun formulating a vision to create plans and economic and financial responses to the current crisis in order to mitigate the hardship of ordinary citizens.

We count on our youth to build the nation, defend it and safeguard its sovereignty. Our country, Libya, is fully inclusive for all, and no one should be marginalized. Our Government will seek to achieve a comprehensive national reconciliation based on transitional justice and the return of internally displaced persons and refugees.

The Government of National Accord hereby announces that it has arrived safely in the capital, and has taken pains to do so without a single blood drop being spilled. We shall commit to implementing the provisions of the political agreement reached with the participation of the Libyan people. We shall work to expand the scope of participation while preserving the benchmarks of the agreement, foremost among which is a commitment that the Islamic sharia shall be the source of all national laws, and that any provision inconsistent with it shall be invalid.

The detailed plan of action of the Government will be presented shortly in a timely manner. We should like to assure the Libyan people that the Government of National Accord is here to work for them, with them, and through the m in order to bring them together.
