Abkhazia to approve restrictions list for Turkey by Jan 11


The list of restrictions for Turkey in Abkhazia that will be applied in the economic and socio-political activities will be approved no later than January 11, 2016. This decision was taken after the visit of Russian presidential aide Vladislav Surkov to Sukhum, Director of the Centre for Current Politics Alexey Chesnakov said on Wednesday.

According to him, the related consultations and coordination actions between the governments and administrations of the presidents of Russia and Abkhazia would take place before January 11.

The restrictions will be imposed at least on the construction, fishing, trade spheres, as well as the scope of activities of NGOs. Surkov confirmed that "the leadership of Abkhazia is set to develop active solidarity with Russia against Turkey," Chesnakov said.

On Tuesday, Surkov said that despite Russia's difficult economic situation, it has not cut the expenditure on cooperation with Abkhazia. "Russia's economic situation is not easy, the budget has actually been revised, virtually all expenditure items have been cut, except for spending on cooperation with the Republic of Abkhazia. It's an important thing," Surkov said after a meeting with Abkhazian President Raul Khajimba and Prime Minister Artur Mikvabia.

According to him, during Tuesday's meeting with the leadership of Abkhazia the sides discussed "projects to be implemented in 2016, which will undoubtedly have a positive impact on the situation in Abkhazia."

"The main issues that we have discussed today are related to the implementation of the projects specified in the investment programme of Abkhazia's socio-economic development," President of Abkhazia Raul Khajimba said for his part. In addition, he said, the sides discussed the current funding and pensions. "We have again got the support of Russia in these matters," Khajimba said. "The investment programme for 2016 is unprecedentedly expensive", Surkov said.

The Russian presidential aide said that pensions will be increased in Abkhazia in 2016. "Today, as I've just learned, the Russian president has signed a decree on the ratification of the agreement to increase pensions for the Abkhazian population, and, consequently, the pensions will be increased starting from next year", Surkov said.

According to the bill adopted in the final reading on Tuesday, the total state budget of Abkhazia in 2016 in the revenue part is 13.487 billion rubles ($186.95 million), expenditures - 13.493 billion rubles ($187.039 million). Russia's financial assistance for Abkhazia's socio-economic development in 2016 will amount to 3 billion rubles ($41.586 million), and the Russian assistance for the implementation of public investment within the framework of the "Investment Programme to promote socio-economic development of the Republic of Abkhazia in 2015-2017" - 4.767,5 billion rubles ($66.08 million).
