Luhansk, Donetsk to urge Kiev to hold Donbas polls in February 2016 – LPR envoy


The self-proclaimed Donetsk and Luhansk People's Republics plan to propose Kiev at the meeting in the Belarusian capital on Tuesday to hold the elections in Donbas on February 21, 2016, LPR's negotiator Vladislav Deinego has said.

"We have prepared a schedule with an adequate timeframe for implementing each political point of the package of measures to break the impasse. It was drafted based on the current legislation of Ukraine and the regulation of the Verkhovna Rada and also the norms of the OSCE's Office for Democratic Institutions and Human Rights (ODIHR)," Deinego told the Lugansk Inform Center.

All the regulatory acts envisaged by the Minsk peace deal should be agreed with the representatives of the republics and adopted within the suggested timeframe, he said. "We have defined the date for holding local elections in Donbass as February 21, 2016."

In case the plan is fulfilled, the sides can fully ensure the implementation of political points of the Minsk agreements concerning the amendments to Ukraine's constitution envisaging special status for certain areas in Donbass, the adoption of a law on local elections, as well as amnesty and lifting the economic blockade, he said.

On Tuesday, Minsk hosts another round of talks on resolving the conflict in Donbas, which has killed nearly 8,000 people and left another 17,811 wounded since mid-April 2014, according to the UN figures.

Four working subgroups on humanitarian, political, economic and security issues are due to hold a meeting to be followed by the talks of the Contact Group of senior representatives of Russia, Ukraine, the self-proclaimed republics and the OSCE.

"Today the meeting of all the four working subgroups of the Contact Group will take place, our representatives have arrived and are prepared on all the current issues," the Luhansk republic's negotiator said.
