Syrian peace talks "deadlocked" on transitional gov't


The Geneva 2 peace talks on Syria are deadlocked over the divisive issue of transferring power to a transitional government, according to sources close to the negotiations.

The two sides cannot agree on the future role of President Bashar al-Assad. The Syrian government reportedly presented a proposal that did not mention the issue of transfer of power. Instead, in an apparent reference to attempts to remove Assad, it demanded that Syrians choose a political system without "imposed formulas" from outside.

The government's delegation also insisted on discussing terrorism rather than transfer of power. The proposal was immediately rejected by the opposition. They insist that the government must commit in writing to the Geneva 1 communiqué, which calls for a transition process. Despite the stalemate, the government says it is still open to discussion and UN envoy to Syria Lakhdar Brahimi says talks will continue Tuesday.

Also on the agenda was the UN plan to send humanitarian aid to Homs. Speaking after Monday's talks, Brahimi said a humanitarian convoy is ready to head for the city and when they eventually get the go ahead, the UN will be in place to monitor the situation on the ground.
