Letter dated 27 January 2017 from the Permanent Representative of the Russian Federation to the United Nations addressed to the Secretary-General

I have the honour to transmit herewith information bulletins from the Russian Centre for Reconciliation of Opposing Sides in the Syrian Arab Republic for the period 25-27 January 2017 (see annex).

I should be grateful if this letter and its annex could be circulated as a document of the Security Council.

Reconciliation of opposing sides

Over the past 24 hours, no ceasefire agreements have been signed with populated areas.

The number of populated areas that have joined the reconciliation process remains unchanged at 1,148.

Negotiations on joining the ceasefire regime continued with armed opposition groups in Homs, Hama, Aleppo and Qunaytirah governorates.

The number of armed groups which have announced their commitment to accepting and fulfilling the terms of the ceasefire is unchanged – it is still 104.

Observance of the ceasefire regime

From 0000 hours on 30 December 2016, a ceasefire came into force in accordance with the consolidated agreement on a comprehensive resolution of the Syrian crisis.

The following armed opposition units joined the ceasefire: Faylaq al-Sham, Front for the People of the Levant (Army of Mujahidin, Revolutionaries of the Levant), Sultan Murad Brigade, Idlib Army, Hawks of the Levant, Rahman Corps, Levant Front, Fa'istaqim group, Jaysh al-Izzah, Victory Army, First Coastal Division, Army of Islam, Martyrs of Islam Brigade, Tajammu' Ahrar Asha'ir al-Janub and Jabhat Thuwar Suriyah.

Over the past 24 hours, the Russian representative office of the Russian and Turkish Joint Commission reviewing issues related to violations of the consolidated agreement reported five violations: four in Hama governorate and one in Ladhiqiyah governorate.

The Turkish representative office reported five violations of the consolidated agreement in the following governorates: three in Homs, one in Damascus and one in Hama.

During its investigations of these incidents, the Russian representative office was unable to confirm the five violations.

Reconciliation of opposing sides

Over the past 24 hours, seven ceasefire agreements have been signed with Wadi al-Hinnah in Homs governorate; Zawr Bilhusayn, Zawr al-Qusayyah, Qumhanah and Hashimiyah in Hama governorate; and Mashrafah and Harf al-Sari in Ladhiqiyah governorate.

The number of populated areas that have joined the reconciliation process has increased to 1,155.

Negotiations on joining the ceasefire regime continued with armed opposition groups in Damascus, Aleppo, Hama, Homs and Qunaytirah governorates.

The number of armed groups which have announced their commitment to accepting and fulfilling the terms of the ceasefire is unchanged – it is still 104.

Observance of the ceasefire regime

Over the past 24 hours, the Russian representative office of the Russian and Turkish Joint Commission reviewing issues related to violations of the consolidated agreement has not reported any violations.

The Turkish representative office reported six violations of the consolidated agreement in the following governorates: two in Aleppo and four in Damascus.

During its investigations of these incidents, Russia was unable to confirm the six violations.
