Ukraine working on roadmap of practical steps to implement Contact Group Minsk protocol


Ukraine is working on a roadmap to outline practical steps to be made in order to implement each provision of the protocol signed after the Minsk consultations of the Contact Group on Ukraine on September 5, Ukrainian Foreign Ministry Spokesman Yevgen Perebyinis said on Tuesday.

"The top-priority goal of these agreements is to put an immediate end to bloodshed and create conditions for settlement in eastern Ukraine," he said. "Now a roadmap is being elaborated to reflect practical steps on the implementation of each provision of the protocol."

He said that along the ceasefire regime and exchange of detainees further efforts of the Contact Group would be focused on establishing efficient control at the Ukrainian-Russian border and ensuring possibilities for the delivery of humanitarian cargoes to the affected regions.

"The agreements were reached on the basis of respect to Ukraine's sovereignty and territorial integrity, since the document has no mention either of the Donetsk or the Luhansk People's Republics," the spokesman said.

"A key element of the agreements is ensuring permanent monitoring by the Organization for Security and Cooperation in Europe (OSCE) at the Ukrainian-Russian border along with the creation of a security zone in Ukrainian and Russian border regions," he said. "We insist on establishing efficient control at the border between Ukraine and Russia on its both sides."

He noted that as many as 59 members of the OSCE Special Monitoring Mission were staying in Donetsk, Luhansk, Kramatorsk and Mariupol and the OSCE had "announced recruitment of more observers to the mission from among citizens of the OSCE member states".
