Identical letters dated 5 September 2018 from the Permanent Representative of Israel to the United Nations addressed to the Secretary-General and the President of the Security Council

I am writing to bring to your attention Syrian violations of the 1974 Agreement on Disengagement between Israeli and Syrian Forces, as well as breaches of Israeli sovereignty, during the month of July 2018. A comprehensive list of these violations and breaches is included in the annex to the present letter.

As outlined below, Syrian violations of the Alpha line and armed presence in the area of separation occur daily. Despite their clear visibility and the fact that the Israel Defense Forces regularly inform the United Nations Disengagement Observer Force (UNDOF) of these violations, they are consistently excluded from reports of the Secretariat.

Deeply concerning developments were witnessed at the Israeli-Syrian border during July 2018. The Israel Defense Forces recorded a dramatic increase in the number of illegal entries of tanks, armoured personnel carriers and artillery into the area of separation. The duration of these incursions varied, but some recorded cases lasted more than 24 hours. These illegal entries violate the Agreement on Disengagement directly.

Israel is fully committed to the implementation of the Agreement on Disengagement and the relevant Security Council resolutions, as demonstrated by the reports that the Israel Defense Forces continuously provide to UNDOF.

Syrian violations of the Agreement on Disengagement serve only to enhance tensions in an already volatile region.

Therefore, it is imperative that the upcoming report of the Secretary-General on the activities of UNDOF represent the situation on the ground accurately and include the demand that the Syrian Government abide by the Agreement on Disengagement. I trust that the forthcoming report will reflect the ongoing violations, as well as Israel's commitment to the successful implementation of the Agreement.
